Speech Bubble at Mouse

Toggle a visual speech-bubble pointer at your mouse cursor with a hotkey. Visible to every connected user. If you hover over a token, the bubble grows a tail pointing at it and the token gets highlighted, indicating that token is 'speaking'. Click a token to pin the bubble to it until you click again.
